India’s First Telecom Manufacturing Zone to Be Established in Gwalior: Jyotiraditya Scindia Announces ₹5,500 Crore Investment Plan

Zillar Barta Desk,Gwalior, Madhya Pradesh: India is set to take a significant step towards strengthening its domestic telecommunications manufacturing industry, with Gwalior emerging as the proposed location for Asia’s first dedicated Telecom Manufacturing Zone (TMZ). Union Communications Minister Jyotiraditya Scindia has been spearheading the initiative, which is expected to attract investments of approximately ₹5,500 crore and generate more than 18,000 employment opportunities.

The project aims to establish Gwalior as a major centre for telecom equipment manufacturing, technological innovation and industrial development. According to the Ministry of Communications, 24 companies have initiated the application process to establish manufacturing units in the proposed zone.

170 Acres Identified for the First Phase

Around 170 acres of land have been identified for the first phase of the project. The proposed facilities will be spread across Shrimant Madhavrao Scindia Counter Magnet City (SADA) and the Gwalior IT Park.

The Department of Telecommunications and the Government of Madhya Pradesh signed a Memorandum of Understanding in July 2026 to establish the manufacturing zone. The initiative is designed to create an integrated industrial ecosystem rather than a conventional industrial park, bringing together approximately 24–25 manufacturing units and businesses associated with the telecommunications sector.

₹5,500 Crore Investment and Job Opportunities

Investor roadshows held in Delhi and Mumbai in August 2026 generated investment commitments of approximately ₹3,500 crore and ₹2,000 crore, respectively.

The proposed investment is expected to support manufacturing activities and create employment opportunities for engineers, technicians, skilled workers and other professionals. The project could also generate indirect employment through logistics, component supply, infrastructure services and other supporting industries.

The government expects the manufacturing cluster to strengthen domestic supply chains and encourage more companies to invest in India's telecom industry. However, the projected employment figures will depend on the implementation of the project and the establishment of operational manufacturing units.

Focus on Telecom Equipment and Advanced Technology

The proposed Telecom Manufacturing Zone will support the production of telecommunications equipment and components. The broader vision includes opportunities in mobile devices, routers, antennas, optical fibre and advanced technologies associated with 5G and 6G.

Plans also include research and development facilities, common testing laboratories and certification infrastructure. These facilities are intended to help manufacturers develop, test and validate products while improving their ability to compete in domestic and international markets.

The initiative is aligned with the Centre's efforts to promote domestic manufacturing, reduce dependence on imported telecom products and strengthen India's position in global technology supply chains.

Government Support for Infrastructure Development

The Union Government has announced ₹493 crore in support for Phase I infrastructure. The project is being developed through cooperation between the Department of Telecommunications and the Madhya Pradesh government.

The proposed plug-and-play industrial model is intended to provide companies with essential infrastructure and shared facilities, helping them establish manufacturing operations more efficiently.

Gwalior's railway connectivity, airport facilities and technical education institutions are also expected to support the project's development. The availability of trained engineers and skilled workers could be an important factor in attracting telecom manufacturers to the region.

Gwalior's Industrial Development Gets a New Opportunity

The Telecom Manufacturing Zone could expand Gwalior's industrial base and create new opportunities for local businesses, entrepreneurs and young professionals. By bringing manufacturers and technology companies together, the project aims to build a specialised ecosystem for telecom production and innovation.

The next stage will involve progressing through company applications, land allocation and infrastructure development. The success of the initiative will ultimately depend on how quickly investment proposals translate into operational factories and sustainable employment.

With approximately ₹5,500 crore in proposed investment and 24 companies beginning the application process, the Gwalior Telecom Manufacturing Zone represents a major industrial initiative for Madhya Pradesh and India's telecommunications sector.

The project reflects the government's broader ambition to strengthen domestic telecom manufacturing, encourage technological innovation and expand India's role in the global telecommunications industry.
